Covers both theory and practice of financial management, budgeting, accountability and control. Includes sources and dispositions of public funds, including taxes, charges and debt; financial analysis, costing, valuation and pricing issues; and the implications of accrual accounting, asset management and the use of balance sheets in public sector operations.
